Although the classic Personalization window doesn’t open when you right-click on desktop and click Personalize option, the classic Personalization panel or window is still present in Windows 10 but it no longer include options to access color and appearance window, screen saver and sound scheme settings.

Hi All,I have windows 10 running on 2 PCs - a new build and my 1/2 year old. The new build has been running well for at least a month but has developed a problem all of a sudden.No user can login to their account (the password is correct), the loading wheel moves and nothing loads.

Then, after around a minute a small window pops up and explorer seems to be frozen and a small window titled Personalised Settings appears but is (notresponding).I have googled the issue and have seen a few people have the same issue, mainly in windows 8 and have tried running SFC within cmd but no luck. I have then also tried doing the refresh install from safe mode but no luck.

My other PC is fine.The PC will boot into desktop in safe mode, and I have tried removing the ethernet cable also. The only other strange thing is that on the login screen it shows a battery as if my desktop is actually a laptop.Anyone have any ideas? Or is it going to be a fresh reinstall?Thanks.:).

I try to install the Windows 10 April 2018 Update 1803 version on my Surface Pro 3. The upgraded process is applied fine and then makes a rebooting. However, it just get stuck on the personalized settings with a black screen.

I disconnect my wireless keyboard and mouse and it is still not responding. After booted into safe mode, I turn off fast boot and uninstall graphics drivers and nothing takes effect. Once your login to the desktop again, the issue is fixed. The next time you face the same thing, simply open the Task Manager and type explorer to finish it, without doing other task.
